বাংলাদেশে বন্দর স্থাপনে ‘গভীরভাবে আগ্রহী’ ভারত
ভারতের কেন্দ্রীয় মন্ত্রী নিতিন গড়কারি বলেছেন, তার দেশ বাংলাদেশে একটি বন্দর স্থাপনে গভীরভাবে আগ্রহী। এজন্য বাংলাদেশে একটি উচ্চ পর্যায়ের কমিটি পাঠিয়েছে ভারত সরকার।
ভারতের রাষ্ট্রীয় বার্তা সংস্থা পিটিআই এ খবর দিয়েছে।
‘আমরা বাংলাদেশে একটি বন্দর স্থাপনের সুযোগ খতিয়ে দেখছি যাতে আমাদের সম্পর্ক আরো মজবুত হয়। এ বিষয়ে আমরা বাংলাদেশে একটি কমিটি পাঠিয়েছি,’ সোমবার বলেন কেন্দ্রীয় সড়ক পরিবহন এবং নৌমন্ত্রী।
নয়াদিল্লিতে বিদেশি সাংবাদিকদের সংগঠন ফরেন করেসপনডেন্টস ক্লাবের এক অনুষ্ঠানে নিতিন আরো বলেন, পটুয়াখালীর পায়রা বন্দর হতে পারে দুটো দেশের মধ্যে সম্পর্কের প্রধান মাইলফলক।
তবে তিনি বলেন, কমিটির সুপারিশের ভিত্তিতেই চূড়ান্ত সিদ্ধান্ত নেয়া হবে এবং এরপরই বিনিয়োগের ব্যাপারে চূড়ান্ত সিদ্ধান্ত হবে।
তিনি জানান, বন্দর উন্নয়নের ব্যাপারে দুটি দেশের পররাষ্ট্র মন্ত্রণালয় ইতোমধ্যেই প্রাথমিক আলোচনা সেরেছে এবং ভারতের একজন যুগ্ম সচিবের নেতৃত্বে নৌপরিবহন মন্ত্রণালয়ের একটি প্রতিনিধিদল আগামী সপ্তাহে বাংলাদেশ সফর করে প্রকল্পটির স্থান ও প্রস্তুতি সম্পর্কে বিস্তারিত প্রতিবেদনে পেশ করবে।
ওই কমিটির সুপারিশের আলোকে প্রয়োজনীয় বিনিয়োগসহ অন্যান্য বিষয়ে সিদ্ধান্ত নেয়া হবে।
তবে ভারতের একজন সিনিয়র কর্মকর্তা জানান, পায়রা বন্দর উন্নয়নের জন্য বিস্তারিত প্রতিবেদন ইতোমধ্যেই প্রস্তুত হয়ে গেছে।
নিতিন গড়কারি জানান, ইরানের চাবাহারে একটি বন্দর উন্নয়নের জন্য ২ লাখ রুপি বিনিয়োগের পরিকল্পনা করছে ভারত সরকার।

India keen to develop strategically important deep sea port in Bangladesh

In its bid to strengthen bilateral relations with Bangladesh, India is keen to partner with Dhaka in developing a deep water port called Payra. The deep seaport is on the south-western corner of Bangladesh, near Chittagong and is closer to the Indian coastline.
Shipping minister Nitin Gadkari on Monday said, "We are working on the details of the project with our Bangladeshi counterparts and there's a strong chance that India will be chosen to develop the port." Already India has offered to to design, fund and build the port all on its own, though the total size of investment required for this is yet to assessed. Dhaka has already invited proposals for this project.
"Since this is a strategically important project, the final call on the investment will have to be taken by the Ministry of External Affairs as is in case of Chabahar port in Iran. India won't wish a country like China to develop a port just next to our bordering coastline," said a shipping ministry official.
Sources said though the project may not be financially viable, but New Delhi would go ahead to undertake work to improve relation with Dhaka further. It's learnt that besides India, China, some middle-eastern and European countries too want to invest in the project.
The Payra port has gathered steam only since 2014, with a Payra Seaport Authority being set up under the Chittagong administrative authority.
The Bangladeshi government has decided the port will be built on a public-private partnership (PPP) basis. The port will take over seven years to build, but it's not just the port, a deep channel would have to be cut through the heavily silted port to allow big vessels to come through. The Chittagong port is so heavily silted that only small vessels, taking advantage of incoming and outgoing tides, can come in at present
